Croatia signed a Stabilisation and Association Agreement (SAA) with the EU in October 2001, that is seen as a key stepping stone towards EU membership. But the Netherlands and the United Kingdom have still not ratified it pending clearer signs of co-operation with ICTY (and Belgium and Italy are also still to ratify). At the last meeting of EU Foreign Ministers, the UK's Europe Minister Denis MacShane stated that there could be no "serious moves towards future EU accession" until Croatia (and Serbia) took action to ensure the handover of outstanding indictees. European Report asked Mr Racan if Croatia's progress towards membership would not be blocked if, when the Commission came to delivering its Opinion on Croatia's candidacy, the SAA had still not been ratified because of the war crimes issue.
