Water industry regulation should be obliged to recognise the sector's growing skills shortage, last week's Labour Party Conference was warned.

The call came from Peter Vass, head of the Centre for the Study of Regulated Industries at Bath University. He told a fringe meeting organised by pressure group PURGe that the skills gap was serious enough to require an obligation on the watchdog and a specific licence condition for companies.
