Chechnya's Oct. 5 elections are closing in fast. So why is there none of the usual pre-election madness? Perhaps it's because everyone already knows the winner--current Chechen administrator Akhmad Kadyrov. With nary a vote cast, he's already hard at work preparing to assume the presidency.
