SANTA FE -- It's almost budget time again for state decision-makers, and that means taxpayers should prepare for talk about "unmet needs," operating reserves and that extremely important commodity: revenue estimates.

Legislators will meet in January for 30 days, and their No. 1 task is approving a state budget. Given the latest projections of tax money available for spending next year -- what budget gurus call revenue estimates -- the session has all the ingredients for another politically brutal chapter in the saga of Gov. Gary Johnson vs. the Legislature.
