Soto may ease the stingin mayor's methods
If Mayor Jim Baca wants to hire Roy Soto to put a happier face on his policy initiatives, then Baca should be allowed to do so. Even if Soto is a "friend" of the mayor and is viewed warily by some city councilors, perhaps understandably.
Baca's instincts here are good. He recognizes that some of his plans for the city are stumbling.
