Soto may ease the stingin mayor's methods
If Mayor Jim Baca wants to hire Roy Soto to put a happier face on his policy initiatives, then Baca should be allowed to do so. Even if Soto is a "friend" of the mayor and is viewed warily by some city councilors, perhaps understandably.
Baca's instincts here are good. He recognizes that some of his plans for the city are stumbling. Part of the problem, according to the mayor, is that he has been too busy coordinating his goals to be an effective salesman for all of them.
