Depending on the legislation's final wording, a patients' bill of rights would give patients license to sue their insurance providers over the quality of their medical care. Never mind that lawsuits will invariably arise when insurers legitimately try to keep costs down by eliminating unnecessary doctors' visits. According to the consulting firm Hewitt Associates, 36% of businesses would consider dropping health insurance if employer plans were madesubject to malpractice suits.
