Bush took to the bully pulpit Monday with the right mix of restraint and resolve.
Saying the first step should be immediate access to the crew, Bush let the world know of China's flouting of the rules of diplomacy.
He also appealed to the self-interest of the Chinese leadership. "Failure for the Chinese government to react promptly to our request is inconsistent with standard diplomatic practice and with the express desire of both our countries for better relations."
But he also let the Chinese know they could not expect appeasement. "I am troubled," he said, "by the lack of a timely Chinese response to our request for this access." The word "troubled" is a hand grenade in diplo-speak.
Still, the communist Chinese have tested Bush since he took office. With confrontations and belligerent words, they have tried to see if they could bamboozle Bush as they did President Clinton.
To date, Bush has refused to be led down the same path as Clinton. But this latest incident has prompted the usual chorus of "Let's be sensitive to China'sneeds."
Reasonable enough. One has to understand one's rival to ensure that the peace is kept. But that understanding should not lead to pre-emptive surrender.
