on election coverage and miscues

Top Russian official urges Bush
to drop missile defense proposal
Russia's foreign minister said the Bush administration is embarking on a policythat is "doomed to failure." Speaking at a meeting of the 66-nation Conferenceon Disarmament in Geneva, Foreign Minister Igor Ivanov offered new steps to reduce the danger of nuclear war. Moscow's proposals would preserve the 1972 U.S.-Soviet Anti-Ballistic Missile Treaty and allay fears in the U.S. of "the so-called new missile threats," he said, referring to U.S. concerns of possiblenuclear attack from countries like North Korea.
