Moses Frasier accused of beating Kenneth Boston, who later died

A convicted felon on probation for a violent 1998 restaurant robbery is accused of beating a 22-year-old man to death with his fists early Wednesday at an apartment complex on Charleston's Huger Street, authorities said.

Moses Frasier, 22, also was arrested last year for allegedly shooting another man in the chest during an argument on Drake Street. He remained on probation, however, while state officials waited to see whether he was convicted of that crime, said state probation spokesman Peter O'Boyle.

"An arrest per se is not a revocable offense," he said. "The Constitution says there is a presumption of innocence and you must prove guilt, and it's hard to get around that."

Frasier was free on $25,000 bail in the shooting case when he reportedly beat Kenneth Boston to death shortly …
