Now that President Bush has signed his tax cut into law, it's time for Congress to pass a budget. Unfortunately, this won't include the necessary debate on the proper size of government.

Like so many budget battles, it will focus on how much bigger government should be.

The chorus for more spending has, of course, already begun. Senate Democratsare wringing their hands over the size of the tax cut and how it limits their spending choices.

"What are our options?" asked Sen. Joseph Biden, D-Del. "We have to either stop a tax cut, increase taxes or not spend."

Over on the House side, committee Republicans have passed a farm appropriations …
