The North Koreans went to China, Australia and Hungary under programs organized by the U.N. and other international groups, said the report by Seoul's Unification Ministry. "North Korea appears to have begun to seek changes in its economic policy and management, apparently believing that its moribund economy cannot recover without changes in its thinking and without foreign aid," it said. The program began in 1990.
