Senate Republicans are greasing the skids to confirm President Bush's picks for federal judgeships. And Senate Democrats are alreadycrying foul and threatening to hold up the process.

The White House is expected to send over as many as 40 nominees for the federal bench this week. Senate hearings are already set for Wednesday.

The stakes are high. There are 99 open seats on the bench, or 11.6% of the total 852. Pending retirements will empty another 11 seats.

Thirty-one seats have been open so long they've been termed "emergencies" bythe Judicial Conference of the United States. One seat on the 4th Circuit Court of Appeals has been vacant since 1994.

Wanted: Strict Interpreters

Bush has vowed to put "strict constructionalists" -- those who interpret theConstitution according to the founders' intent, like Justices Antonin Scalia and Clarence Thomas -- on these seats. Liberal activists have vowed to pressurelawmakers to block as many nominees as possible.
