Who Instructed Hijackers
2Lotfi Raissi, 27, taught flying to four of the hijackers of American Airlines Flight 77 that crashed into the Pentagon Sept. 11, prosecutors said. A U.S. warrant charges him with giving false information on a pilot's license application. British prosecutors charged he was closely involved with the hijackers. Further charges were expected. Raissi denied any involvement. Police across Europe have arrested at least 20 people and shadowed dozens of others, piecing together clues to a global terrorist network.More on A3
