As OPEC quota meeting looms,

an increase doesn't seem likely

OPEC members meet Tuesday in Vienna, Austria. Despite the loss of Iraq's 2.1 million barrels a day -- about 5% of the cartel's total -- OPEC watchers say oil prices are too low to justify higher quotas. At $25.77 a barrel, West Texas crude is $12 off its September peak. Less demand -- the result of the global slowdown -- and rising stockpiles make it hard to argue for more supply. Iraq is an OPEC member, but has not participated in the cartel since the Gulf War.

CEO layoffs still climbing: Survey

Between January and June, 555 CEOs left their offices. That's a 22% rise over the first six months of 2000, when 456 departed, according to outplacement firm Challenger, Gray & Christmas. While departures in June fell slightly to 82 from May's 84, they outnumbered the 67 exits in June 2000, by 22%. It was the ninth time in the last 10 months that CEO departures increased over the same month in the previous year. This time, though, the departures included more experienced CEOs. The average tenure in June was 12.7 years, up from 4.8 years in May.
