Harris Interactive, the polling/market research company formerly known as Louis Harris & Associates, sees the future on the Internet.
But the rival Gallup Organization, says 37% of Americans lack Net access, making Web polls unreliable.
Gallup will use the Net only for selected research, but Harris Interactive has fully embraced the Web.
Until now, the tried-and-true telephone has been a chief instrument for gathering survey data. The Web has been used sparingly.
"The Gallup Poll doesn't use the Internet for general population studies," said Frank Newport, editor in chief of the poll, based in Princeton, N.J. "We haven't been convinced that we can accurately generalize all 18-year-and-older adults when a significant percentage doesn't use the Internet. With telephone polling, you have 96%-98% penetration, so almost all Americans can fall into our sample."
