Portland's police, citing concerns from the city's civil libertarians, will not comply with a Justice Department request concerning the questioning of foreigners with possible knowledge of terrorist activities.
In early November, U.S. Attorney General John Ashcroft had asked police agencies in cities across America to assist the strapped FBI in interviewing 5,000 men of Middle Eastern descent who came to the U.S. in the last two years. The interviews are voluntary.
