In the wake of bankruptcies by carriers like WorldCom, SBC Communications asked the FCC to OK stricter payment rules for customers with bad credit. The No. 2 U.S. local phone firm wants those who owe at least $1 mil to make one-month deposits or advance payment. Verizon, the No. 1 local Bell, last month filed a similar request.
