Senate OKs $355.4 bil for defense
The funds approved in a 95-3 vote give the military $4.4 bil over '02. Procurement, research, personnel, and operations and maintenance programs would all get increases of at least 9%. The White House endorsed the bill even though it's $11.4 bil short of what President Bush requested. The House passed a different version in June.
