Okla.'s Watts won't run in Nov.
Rep. J.C. Watts, the highest-ranking black Republican ever in Congress, said he won't run for re-election. He was No. 4 in the House GOP hierarchy. Earlier, he considered running for the No. 2 spot behind Speaker Dennis Hastert of Illinois. Watts backed off when it became clear Whip Tom DeLay of Texas had wrapped up the votes.
