CO2 emissions down 1.1% in '01

Carbon dioxide emissions, linked to global warming, declined for the first time since '91, the previous recession year, the Energy Information Administration said. The EIA cited a manufacturing slowdown and warm weather. President Bush opposes mandatory emission cuts.
