Last Sept. 20, President Bush told Congress the war on terror "will not end until every terrorist group of global reach has been found, stopped and defeated."
But how global is global? Does a link tying the Irish Republican Army and its political organ, Sinn Fein, to Colombian narco-terrorists meet the definition?
If yes, the case will embroil at least four countries:
The U.S., now spending $1.3 billion to help Colombia fight drug traffickers but not terrorists.
Colombia, which wants Congress to let it use U.S. aid to fight terrorists who back the drugrunners.
The U.K., where critics call Prime Minister Tony Blair's Ulster peace plan an appeasement plan.
