Arabs offer "normal' ties to Israel

The Arab world offered Israel recognition, security and "normal relations" in exchange for withdrawal from Arab land Israel has held since 1967 and a "just solution" for Palestinian refugees. The offer calls for a Palestinian state with east Jerusalem as its capital. Israel expressed concern about the plan -- especially what "just solution" meant. The U.S. praised the plan.

Arab leaders, who clapped when the heads of the Saudi and Iraqi delegations embraced, said "attacking Iraq . . . is considered a threat to the national security of all Arab states."
