Flat IT spending through '03 seen

A survey by Gartner and SoundView suggests U.S. corporate IT budgets will drop 0.03% next year, dampening hopes of a rebound. But some high-priority areas are set to grow: software integration and development, storage, networking gear, Linux servers and PCs. And overall flat spending could create pent-up demand for '04.
