SBC Communications Inc., which dominates local service in parts of the West and, through its Ameritech unit, the Midwest, is warning of a fiscal doomsday unless there are big changes in how it's regulated.
The regional Bell is fighting hard to get lawmakers and regulators on its side.
At issue: rules that force the Bells to share local phone networks with AT&T Corp. and other rivals.
The rules grew out of the Telecommunications Act of 1996, a landmark law intended to spark competition in the local and long-distance phone industries.
SBC is pressuring the Federal Communications Commission to change the rules. It says rivals are allowed to lease its lines and switches -- called unbundled network element platforms -- at unfairly low prices.
