BellSouth: Wireless too crowded

The Cingular co-owner says consolidation is necessary for the sector's health. Cingular and AT&T Wireless are reportedly in talks to buy Deutsche Telekom's VoiceStream unit, now branded T-Mobile. Carriers are struggling with market saturation and an expensive upgrade to next-generation technology.

FCC: Wireless changes in works

The agency plans to announce spectrum policy changes later this month. The FCC also will make a decision on rules governing how local phone firms provide network access to rivals. It's holding a hearing Oct. 7 to discuss steps to restore telecom sector health, which has been hurt by excess capacity and fierce competition for customers.
