TECHNOLOGY EBay unveils buyout, partner plan The online auctioneer is buying certain assets of Carad.com, which runs online auction management services for car dealers. Financial terms weren't given. EBay also struck a deal to be the exclusive auction partner on Kelley Blue Book's Web site, which offers car values and other information. Dell, HP shares fall on war fears Lehman Bros. said the possibility is making businesses skittish about spending and will hit the PC makers' next-quarter sales. It shaved its EPS outlook for HP by a penny to 26 cents and sees Dell dampening views for the same quarter. Analysts see 28 cents for HP and 23 cents for Dell. Both firms had weaker Jan. sales. Dell fell 1.3%. HP fell 4%.
