Ever since the tech meltdown started in 2000, information technology companies have wondered when demand was going to come back. Or if it ever would.

Tom Willmott, president and chief executive of research firm Aberdeen Group, says IT is starting to come back. But it's different from what it was during the boom.

Information technology once was the domain of highly paid specialists who held the keys to a kingdom few could understand. Nowadays, non-IT execs make a lot more of the decisions about what technology to buy and how to use it.

This is changing spending patterns, marketing approaches and job prospects for IT professionals of the future.

Willmott spoke with IBD about the trends he sees.

IBD: You've said that IT buying decisions are being made less by tech professionals and more by business executives. What's causing the change?
