People waiting to board passenger ships and ferries could face screening as at airports when the terror alert rises to orange, Homeland Security officials said. New rules would make owners of 4,121 domestic vessels install transponders so they can be identified and tracked. Ports and ships also must meet new security rules for more planning, training, guards and equipment.
