You may not have heard of Eno -- the group doesn't seek out the media -- but it is behind the scenes in Washington, D.C., gathering together policymakers, hosting leadership programs, all to improve mobility of goods and people, said Tom Downs, president and CEO.

The main focus of ENO is broad policy issues, said Downs. "We are supposed to be a capacity-building foundation in transportation. We are policy neutral. We don't become advocates, except for rational policy …
