The correct answer is B. Thieves have stolen cars by acquiring the VIN, creating false titles, and going to a dealer that sells the make to obtain duplicate keys for cars. The thefts caught the public's attention through chain e-mails, urban legend websites such as snopes.com, and media reports. A December Atlanta Journal and Constitution story reported a theft ring in which more than $580,000 worth of cars were stolen through VIN-based heists.
Nevertheless, such thievery is extremely rare, and covered by insurance, according to a AAA spokesman. A dealer also tells us that standard policy when providing duplicate keys is to check identification along with the title as a safeguard against thievery.
