Mayor Yasumi Kimura can see the end of the road for his "pioneer town," Hamama-su (population: 2,231--and falling). Its founders, among them his own grandfather, settled on Hokkaido's west coast more than a century ago to prevent Russian migrants from claiming Japan's northernmost main island for the tsar. They endured harsh winters, carved farms from the wilderness and built a fishing fleet to tap huge herring stocks. But in the 1950s the fishery collapsed, crippling the town's mainstay industry. The youngsters began moving away. Today four in 10 townsfolk are 65 or older.
