A tax hike proposal and a controversial water policy bill top the agenda for tonight's City Council meeting.
The council will be asked to approve a public referendum on a proposal to increase gross receipts taxes by a quarter cent to pay for Police and Fire Department improvements.
If it passes the council, the question would go before voters this fall, probably in September.
The tax increase would be permanent and would raise an estimated $26 million annually, which could be used to pay for additional police officers and firefighters and to replace equipment. It would not be used for pay …
