Consumer-driven health care plans are becoming mainstream.

Once the exclusive province of a handful of start-up companies, consumer-driven health plans are rapidly being added by the nation's biggest health insurers and managed care organizations.

"Just about every national and regional carrier either has rolled out a plan or is planning to do so. You would be hard pressed to find a carrier that isn't at least looking to offer'' a consumer-driven plan, said Michael Rivera, a consultant with Watson Wyatt Worldwide in Universal City, Calif.

Indeed, such health care giants as Aetna Inc., CIGNA Healthcare, Harvard Pilgrim Health Plan, Humana Inc., PacifiCare Health Systems Inc., The Principal Financial Group, plus a slew of Blues plans, either have or soon intend to offer consumer-driven designs.

Consumer-driven plans are characterized by very high deductibles, an employer-funded reimbursement account to cover a portion of the expenses that fall under the deductible and a provision to ensure enrollees have access to…
