The largest oil refinery east of the Mississippi and the nation's only tank manufacturing plant are neighbors in Lima, OH, and the region has many chemical plants, which means local emergency officials have reason to be on alert. That, however, doesn't excuse their behavior at the Lima Public Library on March 27, says Director Scott Shafer.

As Shafer reported in a widely circulated e-mail, staffers from the local Office of Homeland Security--actually the Allen County Emergency Management Agency (EMA)--appeared at the library to "update" the county Hazardous Materials Emergency Plan.
