Panel mulls consumption tax rebate

The government's Tax Commission has unofficially decided to discuss the introduction of a system to pay back a portion of the consumption tax to low-income households when the tax rate is raised, government sources said Saturday.

The advisory panel to the prime minister made the decision after considering the regressive nature of consumption taxes--the lower a household's income, the heavier the consumption tax burden.
