The Standard-Bearer of Civilization and Enlightenment Contrary to the misgivings of Fukuzawa Yukichi that the newly born Meiji government would become isolationist and exclusionist, it took the very surprising move of opening up the country and importing Western civilization. In particular, the abolition of the han (domain) system and establishment of prefectures in 1871 deposed feudal lords and laid the foundations for a centralized system of government.
