Earlier this year, the US E Department of Energy (DOE) responded to a Congressional request to prepare a report describing the technical and economic barriers to the use of fuel cells in transportation, and in portable, stationary, and distributed power generation applications. Congress also requested that DOE assess the need for public-private cooperative programs to demonstrate the use of fuel cells in commercial-scale applications. The aim of DOE's Fuel Cell Report to Congress is to respond to these requests.

The report concludes that while fuel cells offer unique opportunities to reduce both energy use and emissions in transportation and power generation applications, public and private cooperative programs will be needed to overcome the significant technological, institutional, and economic barriers to fuel cell …
